The key ministers in the government and the regulator have explicitly expressed their displeasure on weak quality of voice calls in the
country and advised the telecom operators to improve the quality of their services.
Though the operators cite lower amount of spectrum and difficult operating environment (to install new tower or lay optic fiber) as the key constraints for the weak quality of services, the government seems to be of the view that telecom operators have shied away from making investments to build robust telecom infrastructure.
We believe the operators are under meaningful pressure to invest in their 2G/voice services network to improve the quality of their voice services. The telcos have challenged the imposition of penalty in court. The incumbent operators might have to step up
their capex to improve the quality of their voice services and also to build data capacity simultaneously.
