TRAI has recommended auctioning entire 35MHz spectrum (7 blocks of 5MHz paired spectrum) and set the reserve price at 4x reserve price of 1800MHz. The reserve price for 700MHz spectrum is at ~90% premium to the auction determined 900MHz spectrum price for Mumbai and Delhi circles and at 32-65% premium for category A circles.

TRAI has recommended 10MHz block size for 2300MHz and 2500MHz band spectrum. The regulator has recommended price for 2500MHz band spectrum to be equal to the 2300MHz band spectrum.

Spectrum availability in 800MHz, 900MHz and 1800MHz band is limited with 5MHz or more spectrum available in only 5 circles in 800MHz band, in 1 circle in 900MHz band, and in 0 circle in 1800MHz band.

Spectrum availability in 2100MHz, 2300MHz and 2500MHz is sufficient with 3-4 blocks of 5MHz paired spectrum available in each circle in 2100MHz band, 20MHz unpaired spectrum available in 16 circles in 2300MHz band and 20-40MHz unpaired spectrum available in all 22 circles in 2500MHz band.

Roll-out obligation for 700MHz spectrum mandates coverage of all towns with more than 15,000 population in 5 years and towns with more than 10,000 population in 7 years. It permits coverage by intra-circle roaming (ICR) with a caveat of atleast one-third towns to be covered without ICR arrangement.
