Net neutrality means every internet tariff is treated equally by the internet service provider and not differentiated by site, content; or user. In India so far, there has been no discretionary pricing for the user for accessing OTT content, nor have the application providers been treated differently. Applications like Whatsapp, Hangout, Jio- Chat, Viber and many more use data as a platform to offer varied services like messaging of simple text; videos, songs and photos; voice and video calling/conferencing.
TRAI has asked for suggestions if data can be to be priced differently from the user for accessing data services / OTT communication services, and whether the OTT apps need to pay revenues to the TSPs for accessing their networks as pipes.
On average, a basic VoIP call at 16 kbps for one minute will cost a user ~10 paisa. Data being charged both ways will generate ~20 paisa for an operator vs. current voice arpm at 37 paisa.
